Powell inspected the after section of hull plating, keel and swash bulkheads to determine the damage of the after section of the hull first noticed by ChCarp. Powell on 28 February 1953. The inspection party made the following report: stern sagged aft of frame 94, buckling keel between frames 89 to 94; buckling the top and bottom of holes cut in C-409-W frames 93 to 94, port and starboard; and buckling the centerline swash bulkhead frames 93 to 94. Damage was believed to be caused by the Philadelphia Naval Shipyard cutting holes in the shell plating frames 93 to 94 port and starboard without shoring the after overhang. The holes, approximately 36" by 42" were cut in the shell plating to enable sandblasting and structural work to proceed in C-409-W. The damage was first noticed by ChCarp Powell on 28 February and additional shoring installed at that time. No additional damage has occurred since the additional shoring was installed. 1055 pursuant to Commanding Officer's standard transfer order #12-53, PAPPAS, M.
